The Character and Fitness Process: Timeline, Interviews, Hearings, Conditional Admission, and Pending Results

How a character review moves from application to decision: how long it takes, what an interview or hearing is like, conditional admission, correcting an omission, and what happens if you pass the exam while it is pending. Character review runs alongside your exam preparation and can take months. Most applicants are cleared without a hearing. If the board has concerns, expect a request for more information, an interview, and possibly a hearing. Conditional admission and monitoring are sometimes used instead of denial. Begin the application as early as allowed, since investigations can take several months and can go longer if the board needs court or employer records. A clean application with all documents attached moves faster.

01

When it starts and how long it takes

02

What happens after you file

The board reviews your answers, may verify them with outside sources, contacts your references and runs a background check. Most applicants receive clearance without further contact. A follow-up request is not an accusation, and answering it fully and promptly is the right response.

03

Requests for more information

If the board asks for explanations, court documents or a statement, answer everything asked, in writing, by the deadline. Keep your answers consistent with your application. Provide evidence of resolution, such as proof of payment or completion of a program.

04

Interviews

An interview is a conversation with a committee or member of the board. Prepare by rereading your application and documents, and be honest and specific. Take responsibility where it applies, without minimizing or over-explaining.

05

Formal hearings

A hearing is a more formal proceeding where the board decides whether you meet its standards. You can generally bring a lawyer and evidence and call witnesses. If you are facing one, get advice from a lawyer who handles these matters.

06

Conditional admission

Some jurisdictions admit applicants on conditions, such as monitoring, treatment compliance, financial reporting or supervision, for a set period. Conditional admission is designed to let people practice while protecting the public.

07

Correcting an omission

If you realize you left something off, amend as soon as possible and explain why. A voluntary correction is treated much better than a discovered omission.

08

If you pass the exam while the review is pending

A passing score does not admit you until the board finishes its review. Your score may be valid for a limited time, so ask about deadlines. Do not start practicing before admission, and ask your employer about start dates.

QUICK ANSWERS

Common questions

How long does character and fitness take?+

It varies by jurisdiction and applicant, and can run several months, longer if records must be gathered. File early and answer follow-up requests quickly.

Can I be admitted with conditions?+

Some jurisdictions use conditional admission with monitoring, treatment compliance or supervision for a set time, as an alternative to denying admission.

What if I pass the exam before character review ends?+

You are not admitted until the board completes its review. Check how long your passing score remains valid and do not practice before admission.
